4. CSAM Detection & Reporting Protocol (18 U.S.C. § 2258A)
DECYD operates a hybrid “Auto-Block + Human-Confirm” system to satisfy the “actual knowledge” reporting standard:
- Tier 1: OpenAI Moderation API
sexual/minorsscore below 0.85 is allowed and not logged as a CSAM detection. - Tier 2: Score from 0.85 up to 0.95 blocks the content, records a detection in the
csam_detectionsworkflow, and allows a user appeal. - Tier 3: Score of 0.95 or higher triggers an automatic account suspension, founder alerting, and manual NCMEC tracking if founder review confirms the case.
- § 2258B Immunity: DECYD maintains immunity under 18 U.S.C. § 2258B via human-in-the-loop confirmation before any report is filed.
5. Multi-Account Detection
DECYD uses email verification, payment fingerprinting (Stripe Radar), and IP clustering to detect multi-accounting. All duplicate accounts are permanently banned with forfeiture of any refund eligibility.
6. Appeals Process
Users who believe their account was incorrectly suspended or terminated may appeal by emailing appeals@decyd.io within 14 days of notification. Appeals are reviewed within 5 business days.
